mouse-over thread-title caption error

Hovering the cursor over a front-page thread provides a textbox with the full thread title, except for this thread:

I think punctuation stops the read out. You will note that there is a ' before intelligent.

Weird, it isn't escaping the characters correctly for the one. I've seen where uploading while mobile browsing can cause something similar.
