Is it justifying observed reactions theoritically or Predicting the mechanism of reaction in theory and matching with the experimental reaction.... For instance...reaction of flourine with water One way to work this out is by analysing the bonds and intermediates theoritically to find d products and then matching with the one that occurs in experiment Other is to carry out d reaction practically and analyze the products and thereafter justifying why the reaction takes place that way

Surely a good chemist (or any other scientist) will employ any and all valid methods appropriately, comparing the results and perhaps even developing new methods as a result?
