What is the name of the theory that states in a long enough period, the axioms/laws of physics will change? 3. In sense of static electricity, what does the wool do to the balloon when rubbed?

There is no theory that fits #2. There might be some conjecture, but constancy of the laws of physics is required for energy conservation, by Noether's theorem.
