Many sites on the net without clear explanation. Externet Posted January 20, 2016 Author Posted January 20, 2016 (edited) No way. The short and long green lines are at 45 degrees, and both turn together by the same bezel. Being declination (magnetic to true bearing) would be only for specific isogonic locations with 45 degrees declination. Edited January 21, 2016 by Externet

You should be able to point one of the lines in the direction you want to travel.
