How powerful could it be and what would the "size to force" be? Not exactly sure what you mean. Can we use photons to move matter around? Sure. Laser cooling and trapping relies on that. Photons have momentum of E/c, and since atoms can absorb/emit photons rapidly, you can generate hundreds or even thousands of g's of acceleration on atoms with resonant light.
