There are several free web hosts around.

However they often have limited webspace and you won't get a .com website for free. You could just set up a server from home - but this has some disadvantages.

If you just wanted to upload some files then yahoo has the 'yahoo briefcase' which I think can hold 30MB of files.

http://photobucket.com/ has upload space for .jpg images under 250kb (per file)

It's not like it's even expensive anymore; there are companies out there that will provide hosting for stupidly small amounts like $1/mo or even less. It usually involves a decent amount of space and you won't be able to transfer all that much per month, but it's okay for a personal site.

I give space and bandwidth to people I know well :P

Find somebody who seems computer witty and ask him if he's running Linux. Then ask for some disk space.

Dave is indeed right. I just bought hosting and a domain (both for a year) for $10.79 total. Don't know how well it'll work out, but I did (yup yup yup). Oh, and I didn't get any of the special domain features because those add up, but still.
