not heard of 'mono' chloro benzene... I would assume this is a benzene ring with a Cl atom on it. Do you mean m-chlorobenzine? This donates the Cl atom in the meta position. (as opposes to the ortho or para positions which would be o-chlorobenzine and p-chlorobenzine)

 

 

PS:-Yea - looks like it just means that there is just one single Cl atom on the ring... I think that the 'mono' is superfluous as it is assumed that there is just one Cl atom - otherwise you'd call it dichlorobenzene for instance... you can then use the o, m and p prefixes to indicate the position of the Cl atoms, or you can use numbers for position (2,3,4) instead of the o,m and p.
