The unfulfilled and unavailable percentages are due to the english languageand the lack of efficient words spoken to the public. No polititian, judge, president, known scientists, "genious", etc. has NOT spoken any words above the efficiency of 60%(est.) to 99% within any thought structure of any perception known. Words that are 100% in efficientcy would be the words in the ancient man Enoch's vocabulary. The efficientcy variable is subliminal/psychological in effect, more accurately which would be it mimics the feelings construct at a higher percentage when the efficiency percentage is raised. The words written to develop the feelings construct communications awareness can only be as effective in altering execution as the efficientcy percentage.
