Your laptop can probably transmit Wi-Fi and Bluetooth already. You can buy a GSM (cell phone) dongle. And probably other protocols I am not aware of.

In that case you will need to use a general purpose radio module such as: http://www.ebay.com/bhp/433mhz-module I think 433 MHz is licensed (in some countries) to general purpose, low-power use for remote controls, etc.

I would not bother too much about license, if it's low power signal, which would work only inside your room, few meters around transmitter (like it's the case in remote controlled toy car). I suppose it depends on what you want do listen with, a standard radio or a standalone device.. like a scanner etc.. There are several devices that play mp3 players etc. over car radios. An easy way to interface with a computer is via an arduino or rasp pi. Google arduino 446mhz... Anything less than 1 watt is not regulated. Do you have a source for where in the world this is true?
